Eastern Health employs a fee structure for research proposals. These fees are in line with those charged by other similar institutions in Victoria. The National Statement indicates:
“Institutions that individually or jointly establish Human Research Ethics Committees should adequately resource and maintain them. Resourcing should be sufficient to enable HRECs:
- to satisfy the requirements for sound ethical review;
- to communicate well with researchers;
- not to charge fees where doing so would discourage research the institution has an obligation to support.”
(Section 5.1.26, the National Statement on Ethical Conduct in Human Research, 2007)
Fees are paid into a designated account and are used to defray the costs associated with the administration and resourcing of the Human Research Ethics Committee and the Office of Research and Ethics.
The payment of fees will not compromise the integrity of the process of ethical review or monitoring of approved research. Higher fees will not be charged for expedited review.
- no fees are payable by Eastern Health staff
- low fees apply to projects initiated by non-profit making organisations and external non-Eastern Health researchers
- standard fees apply to commercially initiated projects
ALL research applications are subject to the payment of application fees as described below, whether applications are submitted for review by Single Site Ethical Review pathway or the Multi-site Ethical Review pathway. REQUEST FOR FEE WAIVER WILL NOT BE CONSIDERED. Payment must be submitted with Application (at the same time).
The fee schedule and payment process will be reviewed every 12 months.

Compliant Tax Invoice (download)
- A Compliant Tax Invoice must be completed for ALL payments.
- Write clearly what the payment is for, eg new project application, protocol amendment, etc.
- Include the Eastern Health reference.
- If payment is for a new project application (not yet issued with Eastern Health reference), enter ‘NEW PROJECT’ where a reference is requested.
Cheque
- Submit completed Compliant Tax Invoice and cheque with application documents
- Cheque should be made payable to “Eastern Health”
Credit Card
- Ensure your credit card has sufficient funds and whether any upper limit applies
- Enter credit card details and signature on the Compliant Tax Invoice
- Submit completed Compliant Tax Invoice with application documents
Electronic Funds Transfer (EFT)
- Submit Compliance Tax Invoice and Remittance advice
- Remittance advice must include: date of transfer, amount paid and bank account details
- Insufficient details mean that money transferred cannot be collated to your application
