Following a comprehensive and competitive recruitment process, Eastern Health announces the appointment of Associate Professor Helen Cooper as the new Chief Executive.
Helen was the CEO of Bayside Health – Peninsula Care Group and was previously the Chief Executive of Peninsula Health. Helen has held senior executive roles with Murrumbidgee Local Health District, Gold Coast University Hospital and Queensland Health, as well as holding the Chief Operating Officer position at Peninsula Health for five years. In addition to her executive roles, Helen is a Registered Nurse.
Helen is a highly regarded strategic leader, and Eastern Health Board Chair Eugene Arocca is thrilled to welcome Helen to Eastern Health.
“We’re delighted to appoint Helen as our new Chief Executive. Her background and experience are a great fit for Eastern Health, and she has tremendous enthusiasm for the industry.”
Helen will commence in her new role at Eastern Health on 7 April 2026, and Mr. Arocca expressed his gratitude to Bayside Health in accommodating Helen’s transition.

Eugene also paid further tribute to outgoing Chief Executive David Plunkett.
“David’s service to Eastern Health is highlighted by his expertise and passion, with incredible transformation having occurred throughout his tenure. His hard work and dedication for more than 20 years has left a lasting impact on many of our staff and the community,” Arocca said.
