Spring Street development

The design of the building has been developed by the hospital in consultation with the Council and with consideration for the amenity of our neighbours, particularly those in Wellington Road. In August the tender for the building was released with the contract awarded to Hooker Cockram Pty Ltd who as of mid November have commenced on-site. The first major activity in preparation of the development of the Spring Street building will be the demolition of the derelict housing on Spring Street followed by excavation for the basement car park. Design for the fit-out of the building is continuing.

Adolescent Inpatient Unit

Site establishment and construction of the new Adolescent Inpatient Unit, which runs along Thames Street, began in August 2006 and is scheduled to be completed in July 2007. Concrete slabs have been laid at ground level and the roof and structural steel has been erected. External wall framing and plastering will commence soon and the unit will quickly start to take shape. Fortnightly site meetings have been established to bring together building contractors, building consultants and staff within Eastern Health so that the project is carefully managed.

This development involves the relocation of staff and patients to a new site (Box Hill Hospital) some 13 kilometres from where they are now (Maroondah Hospital). Consequently, there is work underway to ensure a smooth transition to the new location and integration with the Box Hill Hospital.

Project Background

The New Box Hill Hospital Redevelopment Planning

The Box Hill Hospital Redevelopment Project aims to redevelop the current Box Hill Hospital into a service which provides inpatient and ambulatory services from a range of integrated facilities. These new facilities will be supported by education and research amenities and state-of-the-art diagnostic resources, all interconnected by fully interfaced information and communication technology.

The proposal will reconfigure Box Hill Hospital from a 1950's hospital into a 21st Century community-focused, patient-orientated health service precinct. The redevelopment proposal is currently under consideration by Government.

The Box Hill Hospital Redevelopment Community Advisory Group (CAG)

The Community Advisory Group for this project has come together and will provide the Government and Eastern Health with strategies to enhance the culture and amenity for the new facility, enhance the communication with residents and stakeholders and present any issues raised by local community groups.

In partnership, the CAG will work with Eastern Health in providing leadership in promoting community participation and advocacy during the Box Hill Hospital Redevelopment process.

The role of the CAG includes:

  • Helping to deliver on community participation principles
  • Providing a forum for community debate about community needs in Box Hill Hospital
  • Ensuring that planning maintains a patient/consumer focus
  • Providing a community perspective on innovations of care delivery
  • Assisting in the development and implementation of a communication strategy to promote the Box Hill Hospital Redevelopment within the community

The first formal meeting of the Box Hill Redevelopment CAG was held in mid December with membership including representatives from local business, local residents, municipal council, and associated agency representation including Epworth Eastern, Eastern Health and the Department of Human Services. The CAG is chaired by Bob Stensholt Parliamentary Member for Burwood.

Spring Street development

$38.2 million “Spring Street” building signals for the first stage of the redevelopment of the New Box Hill Hospital.

The new building will include

  • A 16 chair renal dialysis service
  • Teaching, training and research facilities
  • Office accommodation
  • A 603 space car park

Completion of the Spring Street building importantly frees up sufficient space on the existing hospital site to enable the new Box Hill Hospital to be constructed.

The Spring Street Building will provide permanent accommodation for the new renal dialysis service and Eastern Health and temporary accommodation for Box Hill Hospital Administration and Teaching, Training and Research facilities. The temporary nature of the accommodation provides a unique opportunity to trial new models of care and contemporary office design, while the new Box Hill Hospital is being developed.

The design of the building has been developed by the hospital in consultation with the Council and with consideration for the amenity of our neighbours, particularly those in Wellington Road by addressing concerns regarding car parking, set back from the boundary and screening of the building to eliminate overlooking to the west. We are continuing to discuss associated landscaping and traffic management issues with Council.

Environmentally Sustainable Design (ESD) initiatives including use of recycled water, Indoor Environment Quality (IEQ), street landscaping and innovative energy saving technologies are key features of the Spring Street Building. Many ESD principles incorporated in the building design of Spring Street are innovative in the context of a healthcare building. Enhancing environmental ambience and building sustainability, safely, while providing services to our clients, visitors and staff, on this project are Eastern Health priorities

Car parking

Access to adequate car parking at the Hospital has been a significant issue for hospital staff and visitors for many years. The need to address overall access to car parking remains a significant priority.

Part of ensuring adequate, safe and viable car parking has been the development of the new Spring Street building which will include a 600+ space multi-deck car park. In the planning of the full hospital redevelopment appropriate car parking strategies will be incorporated in to the hospital design.

Hospital management are committed to developing both short terms and long term car parking strategies for patients, visitors and staff.

Adolescent Inpatient Unit – Mental Health Program

Eastern Health Child and Adolescent Services covers the Central and Outer Eastern areas of Melbourne and provides services to children and adolescents up to the age of 18 years who have significant mental health problems that impair functioning or create risk of harm.

The Child and Adolescent Mental Health Service offer a continuum of services that are provided mainly on an outpatient basis, but those clients most at risk often require inpatient care for short periods of time.

Key Elements of Eastern Health Child and Adolescent Mental Health Service:

  • Community services - outpatient assessment and treatment
  • Consultation and Education
  • Intensive outreach Services
  • Acute inpatient Services
  • Research and Academic program

The 12 bed inpatient services unit is currently located at Maroondah Hospital and provides services to our whole Eastern Health catchment and also to the people of Hume Region. Admission to the unit is generally an average length of stay of 2 weeks. The problems include psychotic episodes, eating disorders, depression and suicide, and other complex mental disorders that cannot be managed at a less intensive level of care.

The new inpatient unit currently under construction at Box Hill Hospital will provide a number of synergies between acute and mental health services that are not available in the current location for the unit.

The move to Box Hill will provide:

  • A purpose designed facility on one level
  • Better opportunity for service liaison and development with paediatrics and maternity services
  • Improved access and support for medical management of young people with eating disorders
  • Opportunity for future service development with young adults and substance abuse issues with co-location to our drug and alcohol services
